Problem Statement Description
You are the product lead for a government digital services team responsible for online applications for public benefits, such as income support, housing assistance, food benefits, disability support, or similar citizen-facing programs. The strategy should account for the realities of government delivery, including public accountability, privacy, fraud prevention, accessibility, multilingual support, operational capacity, and integration with legacy case-management systems.
Assume the product serves a broad population with varying levels of digital literacy, device access, trust in government, documentation readiness, and need for assisted service. Success should include not only more submitted applications, but also applications that are complete, accurate, reviewable, and submitted by eligible citizens without creating excessive operational burden or excluding vulnerable groups.
The strategy should consider:

- The main options for improving completion, such as simplifying forms, eligibility pre-checks, document support, identity verification improvements, save-and-resume, multilingual/accessibility enhancements, or assisted-channel integration.
- Trade-offs between speed of delivery, inclusion, fraud controls, privacy protections, data quality, and operational workload for caseworkers.
- The government’s right to win, including trust, reach, existing service channels, policy authority, and constraints that private-sector products may not face.
- Key dependencies across policy teams, engineering, service centers, identity providers, legal/privacy, security, analytics, and legacy systems.
- Risks such as excluding low-digital-literacy users, increasing fraudulent submissions, collecting unnecessary data, creating inequitable outcomes, or shifting burden to support staff.
- Decision gates and milestones for sequencing discovery, pilots, rollout, measurement, and course correction over the 12-month period.
- How success would be evaluated beyond a single conversion metric, including quality, equity, timeliness, trust, and operational impact.
The goal is to present a clear, defensible 12-month strategy that helps a government team decide where to focus, what to defer, how to manage public-sector constraints, and how to improve successful benefit application completion for citizens in a measurable and responsible way.
