Problem Statement Description
You are the product manager responsible for launching a new trust and safety queue for account managers who support high-value customers, merchants, advertisers, sellers, or enterprise accounts. The queue is intended to surface accounts with potential fraud risk so account managers can take timely, consistent action while preserving legitimate customer relationships.
Today, fraud signals may be scattered across dashboards, manual escalations, policy notes, support tickets, and risk-team reviews. Account managers may not know which accounts need attention, what action they are authorized to take, when to escalate, or how to balance fraud prevention with customer experience. The launch plan should address how this workflow becomes operationally usable, trusted, measurable, and safe to scale.

Instead, focus on how to launch the queue successfully: sequencing, stakeholders, readiness, dependencies, adoption, risk controls, go/no-go criteria, and post-launch operations.
The experience should consider:

- Communication, rollback, incident response, and ongoing governance after launch.
