Problem Statement Description
You are evaluating how to scale a community reporting flow used by families to flag safety, trust, content, neighborhood, school, marketplace, or service-related concerns. The product goal is to reduce time to value: helping a family submit a report quickly, receive the right next step, and see meaningful progress or resolution without unnecessary friction.

As usage grows across family members, regions, languages, and issue types, the system must balance speed, accuracy, privacy, safety, operational load, and trust.
