How should Meta build privacy and abuse controls into Marketplace

Problem Statement Description

Product context: Meta is a social technology company; its products include Facebook, Instagram, WhatsApp, Messenger, Threads, Quest, creator tools, and ads.

Meta Marketplace connects buyers and sellers through listings, profile signals, local discovery, messaging, and community-based commerce. The experience creates trust through social context, but it also introduces risks around scams, harassment, prohibited goods, spam, fake accounts, location exposure, misuse of personal information, and abuse that can spill into Messenger or local groups.

In this Technical PM interview, you are being asked to define how privacy and abuse controls should be built into Marketplace as a product and platform capability. Consider the end-to-end workflow for buyers, sellers, and community admins: creating listings, browsing locally, contacting another person, negotiating, reporting issues, moderating community commerce activity, and escalating severe harm.

Your scope should include both user-facing controls and the underlying technical systems needed to enforce them at Meta scale. You should reason about requirements, data flows, policy enforcement, identity and trust signals, reporting pipelines, review systems, reliability, privacy constraints, security risks, rollout strategy, and observability.

The experience should consider:

- What sensitive user data Marketplace uses or exposes, including location, profile context, contact pathways, transaction intent, and message-adjacent signals

- How buyers, sellers, and community admins discover, prevent, report, and recover from abuse

- What controls should exist at listing creation, search/ranking, messaging initiation, group/community moderation, and post-transaction support

- How APIs, classifiers, human review tools, policy systems, and admin surfaces would interact without over-collecting or misusing data

- How to balance safety interventions with Marketplace liquidity, seller reach, buyer trust, and low-friction commerce

- How the system should handle false positives, appeals, repeat offenders, coordinated abuse, and high-severity incidents

- What reliability, privacy, security, auditability, and compliance expectations should apply across surfaces

- How the controls would be rolled out, monitored, and adapted across markets, categories, and risk levels

The goal is to frame a technically sound product approach for making Marketplace safer and more privacy-preserving while preserving the core value of local and social commerce. Your answer should show clear product judgment, system-level thinking, and an ability to translate ambiguous safety and privacy risks into practical platform requirements and trade-offs.
