Retention for advertisers declined in Google Pay. What is your analysis plan

Problem Statement Description

Product context: Google is a consumer technology, ads, AI, and cloud company; its products include Search, YouTube, Android, Maps, Gmail, Chrome, Google Play, Workspace, and Google Cloud.

Google Pay supports a two-sided ecosystem where consumers use payments and related financial experiences, while merchants and advertisers may use the platform to reach users through offers, promotions, loyalty programs, or commerce placements. In this scenario, advertiser retention has declined, creating concern that advertisers are not continuing to spend, renew, or remain active on Google Pay as expected.

Your task is to describe an analysis plan for diagnosing the decline. Treat this as a root-cause investigation rather than a solution-design exercise: clarify what “retention” means, verify whether the decline is real, identify where it is concentrated, and develop hypotheses that can be tested with product, advertiser, campaign, marketplace, and external data.

The analysis should account for Google Pay’s role in a broader Google ecosystem, including advertiser expectations around reach, conversion, attribution, budget efficiency, user trust, privacy, and merchant ROI. The decline may be driven by measurement changes, advertiser mix, campaign performance, product experience, pricing, policy, competition, seasonality, or broader macro and payments-market shifts.

The experience should consider:

- How advertiser retention is defined, including denominator, time window, activity threshold, spend threshold, renewal behavior, and cohort basis.

- Whether the decline is an instrumentation, reporting, attribution, or data-pipeline issue before assuming a real business change.

- Segmentation by advertiser type, geography, industry, spend tier, acquisition channel, campaign objective, tenure, and Google Pay surface.

- Funnel and lifecycle signals such as onboarding completion, campaign launch, budget utilization, consumer engagement, conversions, repeat spend, and support interactions.

- Product and marketplace hypotheses, including reduced consumer traffic, lower offer redemption, poor targeting, weaker attribution, changed placement quality, or advertiser dissatisfaction.

- External and ecosystem factors such as competitor offerings, payment behavior shifts, regulatory/privacy changes, seasonality, macroeconomic pressure, and changes in Google Ads or merchant integrations.

- Evidence needed to prioritize hypotheses, including cohort trends, before/after comparisons, advertiser interviews, support tickets, experiment logs, policy changes, and campaign-performance benchmarks.

- Mitigation and prevention planning, including how to monitor leading indicators, communicate with affected teams, and avoid recurrence once the root cause is understood.

The goal is to present a structured, rigorous RCA plan that would help Google determine whether advertiser retention declined because of measurement artifacts, product or marketplace issues, advertiser economics, operational changes, or external forces—and to identify the evidence needed before deciding on corrective action.
