Revenue from Ads Manager is flat despite user growth. Diagnose the root causes

Problem Statement Description

Product context: Meta is a social technology company; its products include Facebook, Instagram, WhatsApp, Messenger, Threads, Quest, creator tools, and ads.

Meta’s Ads Manager is seeing growth in the number of users, particularly among small businesses, but revenue from the product has remained flat. In this RCA interview, you are asked to diagnose why increased advertiser adoption is not translating into higher ad revenue.

Focus on the end-to-end advertiser journey for small businesses: account creation, campaign setup, budget selection, audience targeting, creative creation, campaign delivery, optimization, billing, and repeat spend. The issue may stem from changes in user mix, spend behavior, campaign performance, auction dynamics, measurement, product friction, competitive pressure, or instrumentation.

You should frame the anomaly clearly, define what “user growth” and “revenue” mean in this context, and investigate whether the flat revenue is a real business issue, a measurement issue, or the result of offsetting movements across advertiser cohorts, regions, objectives, or channels.

The experience should consider:

- How to segment the problem by new vs. existing advertisers, small-business size, geography, industry, campaign objective, platform, and acquisition channel

- Whether user growth is coming from lower-spend or lower-intent advertisers who do not meaningfully increase total budgets

- Changes in funnel health across onboarding, campaign creation, approval, first spend, budget scaling, retention, and reactivation

- Auction and delivery factors such as CPMs, conversion rates, ad quality, inventory availability, targeting limitations, or competition from other platforms

- Instrumentation checks for revenue tracking, billing events, attribution windows, Ads Manager user counts, currency conversion, and reporting delays

- External and platform-level factors, including macroeconomic pressure on small businesses, privacy changes, seasonality, policy enforcement, and competitor shifts

- Evidence needed to validate or reject hypotheses, including cohort trends, spend distribution, advertiser retention, ROAS signals, and support/contact patterns

- Mitigation paths and prevention mechanisms once the root cause is understood, without jumping directly to a product solution

The goal is to demonstrate a structured diagnostic approach that separates symptoms from causes, uses segmentation and data quality checks effectively, and identifies the most likely drivers of flat Ads Manager revenue despite user growth.
