Problem Statement Description
A notification system used by developers has seen a sudden drop in “useful engagement.” This could include developers opening, clicking, acting on, saving, acknowledging, or otherwise completing the intended follow-up from notifications such as alerts, workflow updates, deployment messages, incident notices, API usage updates, or collaboration questions.
You are asked to diagnose the root cause as a product manager. The focus is not to redesign the notification system, but to structure a clear investigation that separates real user behavior changes from measurement issues, identifies where the drop occurred, and determines what evidence would confirm or reject likely causes.
Assume the system operates at scale across multiple notification channels such as email, in-app, push, Slack/Teams, or webhooks, and serves different developer workflows. The drop is sudden, so your investigation should account for recent launches, infrastructure changes, delivery issues, targeting logic, message quality, user segmentation, and instrumentation reliability.
The experience should consider:
- How “useful engagement” is defined, including the exact numerator, denominator, time window, and intended user action
- Whether the anomaly is global or isolated by channel, platform, geography, developer segment, account type, notification category, or workflow
- Instrumentation checks to confirm whether events are still being logged, attributed, deduplicated, and joined correctly
- Funnel breakdowns from notification generation to delivery, impression, open, click, and downstream useful action
- Recent changes in ranking, targeting, frequency caps, templates, permissions, APIs, notification preferences, or delivery providers
- User-facing causes such as notification fatigue, irrelevant content, changed message copy, poor timing, or broken deep links
- External or operational factors such as outages, spam filtering, mobile OS changes, rate limits, or third-party integration failures
- Immediate mitigation, stakeholder communication, monitoring, and prevention steps once the likely cause is identified
Your goal is to walk through a disciplined RCA approach that would help a product and engineering team quickly determine whether the decline is due to tracking, delivery, relevance, user behavior, or system changes, and decide what action to take next.
