Problem Statement Description
You are the product lead for a government digital services team preparing to launch a guided assistant that helps citizens complete public-service benefit applications. The assistant is intended to reduce confusion, incomplete submissions, and unnecessary visits to assisted service centers, while preserving trust, privacy, fairness, and regulatory compliance.
The rollout is complex because the service may be used by a large and diverse population, including citizens with low digital literacy, limited internet access, disabilities, multilingual needs, or urgent financial dependence on successful application completion. The assistant may also affect incentives for applicants, caseworkers, fraud reviewers, call centers, and local service offices.

The rollout plan should consider:

- Go/no-go decision gates based on application completion, error rates, support burden, fraud signals, accessibility, and equity outcomes
- Regulatory, privacy, consent, auditability, data retention, and public accountability requirements
- Incentive risks, such as users gaming the assistant, staff over-relying on automation, or vulnerable users being nudged incorrectly
- Rollback, escalation, and mitigation plans for incorrect guidance, system outages, biased outcomes, or operational overload
- Communication plans for citizens, service centers, frontline staff, elected/public stakeholders, and oversight bodies
The goal is to demonstrate how you would safely operationalize a high-impact public-service product under scale, incentive, and regulatory constraints, while ensuring that citizens can successfully complete applications without being exposed to unacceptable harm or exclusion.
