The experience should consider:

- The primary developer cohorts, such as new Stripe integrators, existing merchants adopting Tax, platform developers, or teams using Billing, Checkout, or custom PaymentIntents flows.

- Clear success metrics with appropriate denominators, such as activation, integration completion, time-to-launch, error reduction, support burden, or developer satisfaction.
