Product context: Meta is a social technology company; its products include Facebook, Instagram, WhatsApp, Messenger, Threads, Quest, creator tools, and ads. WhatsApp is preparing to launch a new feature intended for teen users. The launch plan should account for WhatsApp’s global scale, end-to-end encryption expectations, age-related uncertainty, cultural differences across markets, and heightened scrutiny around products for minors. It should make clear how launch risk will be reduced before exposure, how issues will be detected quickly, and how the team will decide whether to expand, pause, or roll back.

The launch plan should consider:

- Target teen user cohorts, launch markets, eligibility boundaries, and whether rollout differs by age, region, device, or account signals.

- Cross-functional owners, required approvals, dependencies, and decision-making forums before launch.

- Sequencing from dogfood or internal testing to alpha, limited beta, market pilot, gradual ramp, and general availability.

- Safety, privacy, integrity, abuse-prevention, support, and compliance readiness needed before teens are exposed.

- Go/no-go criteria, including product quality, reliability, safety metrics, regulatory clearance, operational coverage, and user feedback.

- Real-time monitoring, alerting, escalation paths, incident response, and rollback or kill-switch mechanisms.

- Communication plans for users, parents or guardians where relevant, support teams, regulators, press, and internal leadership.

- Post-launch review cadence, learnings, prevention mechanisms, and criteria for continued investment or restriction.

The goal is to demonstrate how you would operationalize a high-risk WhatsApp teen launch in a disciplined way: balancing user value and growth potential with safety, trust, privacy, regulatory obligations, and Meta-scale execution risk.
