Resolve a cross-functional conflict blocking Ads

Problem Statement Description

Product context: Uber is a mobility and delivery platform; its products include rides, Uber Eats, grocery and retail delivery, freight, driver and courier tools, and marketplace pricing.

Uber is expanding its Ads business within a global mobility and delivery marketplace, and a cross-functional conflict is blocking progress on an Ads initiative that affects drivers. The initiative may involve surfacing sponsored content, promotions, or earnings-related ad placements in parts of the driver experience, where product, engineering, operations, sales, legal/policy, and marketplace teams may have different priorities.

As the PM, you are expected to diagnose the conflict, align stakeholders, and create an execution path that protects driver trust, marketplace reliability, safety, and business outcomes. The situation should be treated as an execution problem: how you bring clarity, make trade-offs explicit, unblock decisions, and move the launch forward without ignoring legitimate risks.

Focus on the concrete operating workflow: who is blocked, what decision is needed, what data or principles are missing, how disagreements are escalated or resolved, and how you would sequence next steps. The scope should include both near-term unblock actions and the mechanisms needed to prevent the same conflict from recurring as Uber Ads scales.

The experience should consider:

- The likely stakeholders involved across Ads, Driver product, Marketplace, Ops, Sales, Legal/Policy, Engineering, Data Science, and regional teams

- The source of conflict, such as driver experience concerns, revenue pressure, marketplace impact, advertiser commitments, policy risk, or engineering capacity

- Clear ownership, decision rights, escalation paths, and how final trade-offs would be made

- Dependencies, sequencing, milestones, and what must be true before launch can proceed

- Go/no-go criteria tied to driver trust, safety, marketplace liquidity, ad performance, and operational readiness

- Communication plans for internal teams, regional operators, sales stakeholders, and potentially drivers

- Launch risks, rollback triggers, monitoring, and post-launch feedback loops

- How to balance Uber’s Ads growth ambitions with reliability, unit economics, and local operations excellence

Your goal is to describe how you would lead the organization through ambiguity and disagreement to reach a responsible execution decision. Do not focus on designing the ad product itself; focus on how you would unblock the cross-functional conflict, drive alignment, and ensure the Ads initiative can move forward safely and measurably.
