Resolve a cross-functional conflict blocking Learning at global scale

Problem Statement Description

Product context: LinkedIn is Microsoft's professional network; its products include profiles, feed, jobs, recruiting, LinkedIn Learning, sales tools, messaging, and ads.

You are the PM responsible for scaling a LinkedIn Learning initiative for recruiters and talent teams globally. The product is intended to help recruiters build skills, adopt better hiring practices, and connect learning outcomes to their day-to-day LinkedIn recruiting workflows across regions, customer sizes, and languages.

The rollout is currently blocked by a cross-functional conflict. Product, engineering, data/privacy, content, sales, customer success, and regional teams disagree on priorities such as launch scope, localization depth, use of LinkedIn member and skill data, enterprise customer commitments, and what “ready for global scale” should mean. The delay is creating pressure from enterprise customers and internal leadership, while the wrong execution could damage recruiter trust, learner experience, or LinkedIn’s professional identity standards.

This is an execution interview question. You should focus on how you would diagnose the conflict, align stakeholders, define operating mechanisms, sequence the rollout, manage dependencies, and make trade-offs without assuming unlimited resources or bypassing trust, privacy, or quality constraints.

The execution plan should consider:

- The core user workflow for recruiters using LinkedIn Learning alongside hiring, sourcing, and talent-development activities.

- The specific teams involved, their incentives, decision rights, and likely points of disagreement.

- Dependencies across Learning content, LinkedIn Recruiter surfaces, skill graph/data systems, privacy review, localization, sales enablement, and customer support.

- A clear sequencing plan, including pilots, regional rollout stages, launch readiness reviews, and ownership by workstream.

- Go/no-go criteria tied to adoption, learner engagement, recruiter workflow fit, enterprise readiness, compliance, quality, and operational support.

- Risk management for global scale, including privacy concerns, inaccurate recommendations, poor localization, customer escalation, and engineering reliability.

- Communication routines, escalation paths, executive alignment, and how progress will be made visible across functions.

- Rollback or mitigation plans if the rollout causes user confusion, customer dissatisfaction, data issues, or operational overload.

The goal is to show how you would unblock a high-stakes, cross-functional execution problem at LinkedIn while protecting member trust, serving recruiter needs, and creating a scalable path for LinkedIn Learning across global markets.
