Design a mobile-first privacy controls experience that helps administrators understand, review, and manage privacy-related settings confidently from a phone. The experience should support quick decision-making while still making trade-offs, consequences, and sensitive choices clear enough to build trust.

Assume this applies to a large-scale technology product where administrators may manage user data visibility, sharing permissions, consent-related settings, retention preferences, third-party access, or similar privacy controls. Focus on the administrator workflow, not the underlying legal policy design.

The experience should consider:

- Who the administrator users are, what they are accountable for, and when they need to access privacy controls on mobile.
