How should Amazon build privacy and abuse controls into Amazon Shopping

Problem Statement Description

Product context: Amazon is a commerce, logistics, media, devices, and cloud company; its products include Marketplace, Prime, Prime Video, Alexa devices, ads, fulfillment, and AWS.

Amazon Shopping serves a broad set of customers, including enterprise cloud buyers and business users who may purchase devices, software, subscriptions, office equipment, and other work-related goods through Amazon accounts. These users expect convenience and personalization, but they also operate in environments with stricter privacy, compliance, procurement, and account-control requirements than typical consumer shoppers.

Your task is to discuss how Amazon should build privacy and abuse controls into the Amazon Shopping experience. The focus is not only on user-facing settings, but also on the technical product requirements, data flows, policy enforcement, detection systems, operational processes, and trade-offs needed to protect customers while preserving a fast and useful shopping experience.

Assume the product must support both individual shoppers and organization-linked users, with risks such as account takeover, unauthorized purchases, data misuse, inappropriate personalization, fake reviews, seller abuse, phishing, payment fraud, and leakage of sensitive purchase or browsing information. You should frame the problem as a Technical PM responsible for defining requirements, coordinating engineering and security teams, and balancing trust, usability, reliability, and business impact.

The experience should consider:

- What sensitive data Amazon Shopping collects, generates, stores, and shares across search, recommendations, checkout, delivery, payments, customer support, and advertising.

- User and admin controls for consent, visibility, access, retention, personalization, purchase approvals, and account recovery.

- Abuse scenarios involving buyers, sellers, third-party apps, compromised accounts, fake reviews, promotions, returns, and payment methods.

- API, data, and system requirements for identity, permissions, audit logs, risk scoring, enforcement, notifications, and incident response.

- Privacy, security, and compliance expectations for enterprise or organization-linked shoppers, including separation of personal and business activity.

- Reliability and latency trade-offs when adding fraud checks, authentication steps, policy gates, or automated abuse detection.

- Rollout, experimentation, observability, false-positive monitoring, escalation paths, and rollback planning.

- Customer trust trade-offs, including how much control to expose without overwhelming users or weakening protections.

The goal is to define a clear technical product approach for privacy and abuse controls in Amazon Shopping: what problems must be solved, what capabilities the product and platform should support, how teams would detect and respond to misuse, and how Amazon would measure whether the controls improve trust and safety without degrading the core shopping experience.
