Product context: Meta is a social technology company; its products include Facebook, Instagram, WhatsApp, Messenger, Threads, Quest, creator tools, and ads. Instagram is Meta's visual social app; its products include Feed, Stories, Reels, DMs, creator tools, shopping surfaces, recommendations, and ads.

Meta wants to improve how privacy and abuse controls work within Instagram, with particular attention to community admins who manage groups of followers, creator communities, broadcast-style spaces, comment sections, DMs, and other high-engagement surfaces. These admins need to keep their communities safe and welcoming without creating unnecessary friction for legitimate members, creators, advertisers, or new users.

The experience should consider:

- The main users and workflows: community admins, members, creators, viewers, reporters, moderators, and internal review teams.

- Privacy requirements across profile visibility, comments, DMs, tagging, sharing, recommendations, and data use.

- Abuse scenarios such as harassment, spam, impersonation, coordinated attacks, scams, hate speech, unwanted contact, and evasion after enforcement.

- Product requirements for reporting, blocking, filtering, admin controls, escalation, transparency, appeals, and user education.

- Technical requirements around data signals, APIs, classification systems, enforcement services, audit logs, rate limits, and permissions.

- Reliability, latency, false positives, false negatives, multilingual coverage, adversarial behavior, and abuse at Meta scale.

- Privacy, security, compliance, and data minimization trade-offs when using behavioral signals or automated detection.

- Rollout, experimentation, observability, incident response, and metrics to monitor safety outcomes and product health.
