Problem Statement Description
Product context: Meta is a social technology company; its products include Facebook, Instagram, WhatsApp, Messenger, Threads, Quest, creator tools, and ads. Instagram is Meta's visual social app; its products include Feed, Stories, Reels, DMs, creator tools, shopping surfaces, recommendations, and ads.
Meta wants to strengthen privacy and abuse controls in Instagram for community admins who manage high-volume interactions across comments, DMs, broadcast channels, group chats, follower requests, tags, mentions, and creator-led communities. These admins need to keep communities safe and welcoming while avoiding over-removal, accidental exposure of private information, and workflows that are too slow to operate at Instagram scale.
In this Technical PM interview, you should frame how Instagram should define the product and technical requirements for controls that help admins prevent, detect, review, and respond to abuse while respecting user privacy. The scope includes user-facing admin tools, backend enforcement systems, data flows, policy integration, reliability expectations, and trade-offs between automation, transparency, appealability, and friction.
You should consider Instagram’s broader ecosystem: creators and community owners, followers and participants, minors, bad actors, advertisers, integrity reviewers, policy teams, and platform infrastructure. The product must work across global markets, large social graphs, creator monetization surfaces, and rapidly evolving abuse patterns without degrading trust or engagement.
The experience should consider:
- Admin workflows for configuring privacy settings, moderating abuse, escalating incidents, and reviewing enforcement actions
- Data and API requirements for identity signals, content signals, relationship context, reports, blocklists, rate limits, and audit logs
- Privacy principles around data minimization, consent, sensitive user attributes, retention, access control, and transparency
- Abuse scenarios such as harassment, spam, impersonation, coordinated attacks, unwanted DMs, doxxing, hate speech, and evasion after enforcement
- Reliability and scalability expectations for real-time detection, moderation queues, notification delivery, and high-volume creator communities
- Security risks including admin account compromise, permission misuse, unauthorized data access, and adversarial probing of enforcement systems
- Rollout strategy, experimentation, regional/legal constraints, policy dependencies, and safe migration from existing Instagram controls
- Observability through metrics, logging, dashboards, quality reviews, false-positive/false-negative tracking, and incident response loops
Your goal is to define a technically sound product approach that balances community safety, user privacy, admin usability, platform integrity, and Instagram’s business ecosystem, while clearly articulating requirements, trade-offs, risks, and how the system would be monitored and evolved over time.
