Build a trust-focused improvement for GitHub used by recruiters

Problem Statement Description

Product context: Microsoft is a productivity, software, AI, gaming, and cloud company; its products include Windows, Microsoft 365, Teams, LinkedIn, Xbox, Azure, Dynamics, and Copilot.

Recruiters increasingly use GitHub to discover, evaluate, and engage technical talent, but the signals they rely on can be difficult to interpret reliably. A profile may show repositories, commits, stars, contributions, issues, or organization activity, yet recruiters often lack context on whether those signals reflect authentic skill, recent work, collaboration quality, or relevance to a role.

Design a trust-focused improvement for GitHub that helps recruiters make more confident, fair, and efficient talent decisions while respecting developer privacy, platform norms, and GitHub’s credibility with its core developer community. The focus is not simply on adding more candidate data, but on improving the trustworthiness, interpretability, and responsible use of existing or new signals.

Assume this is a product design interview in a Microsoft/GitHub context. Your response should clarify the recruiter workflow, identify the trust gaps, define the user problem, and propose an experience that fits GitHub’s ecosystem without turning the platform into a generic recruiting database.

The experience should consider:

- How recruiters currently discover, screen, compare, and reach out to technical candidates using GitHub

- What “trust” means for recruiters, developers, hiring teams, and GitHub as a platform

- Which profile, repository, contribution, verification, or collaboration signals may be useful, misleading, incomplete, or sensitive

- How to support recruiters with context and confidence without encouraging shallow ranking or biased evaluation

- Privacy, consent, security, compliance, and developer control expectations

- Edge cases such as private work, open-source maintainers, junior developers, bot activity, forked repositories, copied code, and inactive profiles

- How the improvement could integrate into existing GitHub surfaces and recruiter workflows

- How success and failure of the experience would be evaluated after launch

Your goal is to define a product experience that improves recruiter trust in GitHub-based talent evaluation while preserving developer trust in GitHub itself.
