Improve onboarding in Reels for small businesses

Problem Statement Description

Product context: Meta is a social technology company; its products include Facebook, Instagram, WhatsApp, Messenger, Threads, Quest, creator tools, and ads.

Meta Reels is a short-form video surface where small businesses can reach customers, build brand awareness, and potentially drive discovery, messaging, and sales. The question asks you to improve the onboarding experience for small businesses that are new to using Reels as a business growth channel, not to redesign Reels for general consumers or creators.

Focus on the early workflow: a business owner or marketer decides to try Reels, learns what content is appropriate, creates or adapts a first Reel, publishes it, understands initial performance, and decides whether to keep using the product. These users may have limited time, uneven video-production skills, unclear expectations about organic reach versus paid promotion, and concerns about brand safety, creative quality, comments, and measurable business outcomes.

This is a product design interview question. You should define the target user segment, identify the highest-friction moments in onboarding, clarify what success means for both small businesses and Meta, and propose a product experience that helps businesses become confident, repeat Reels users without overwhelming them or compromising the consumer viewing experience.

The experience should consider:

- The specific small-business user: owner-operator, local service provider, ecommerce seller, restaurant, creator-led business, or social media manager.

- The current onboarding journey from intent to try Reels through first post, first insight, and repeat creation.

- Frictions around content ideas, creative tools, templates, brand voice, music rights, captions, editing, posting cadence, and cross-posting.

- How Meta’s social graph, business pages, Instagram/Facebook presence, messaging, ads tools, and insights might shape the onboarding experience.

- Differences between organic Reels success and paid distribution, including how expectations are set for reach, engagement, leads, or purchases.

- Trust, safety, and quality concerns such as comment moderation, inappropriate trends, copyright, privacy, and brand suitability.

- How the product can personalize guidance without making onboarding feel like a long setup wizard.

- How success would be evaluated through activation, first Reel completion, repeat posting, business outcomes, retention, and viewer experience guardrails.

The goal is to design a concrete onboarding experience that helps small businesses quickly understand why Reels matters, create a first high-quality Reel with confidence, learn from early results, and develop a sustainable habit of using Reels as part of their customer acquisition and engagement workflow.
